The buff screen reads +10 luck, +5% fish value, and +10% extra skill damage for Eighteen Fish Slaying Hook Arts. Whether the 100 finishes must happen on Volcanic Island is not stated. You can return to this NPC later and equip the race again.

Unlock Fossil Island with the heavy named fish first. This race accepts any Legendary weight, so handing it a 2,000 kg Stormblade Shark wastes a Fossil gate fish. The +10 luck is the reason players take it before hunting a Mythical fish for the Dread Fish Rod.
